On Nov.29, China Daily reported that in his speech in EU-China Business Summit on Nov.28, Premier Wen Jiabao expressed that China would invest USD 300 billion on energy saving environment protection field in the following five years, which is 30% of global market.

Premier Wen said that EU owns advanced technology in energy saving environment protection, and their wind energy, nuclear energy, renewable energy resources and garbage disposal, etc top in the world. Daya Bay Nuclear Power Station, co-built by China and France, has been a favorable cooperative model in this field between China and Europe. He also said that European Investment Bank would provide a loan of 500 euro for China to be used in energy saving environment protection program.

“We wish to strengthen cooperation with European enterprises, co-develop and promote energy saving and efficient resources application technology, so as to prevent pollution, promote balance development of ecology, respond to the global climate change, and protect the earth we live by”, Premier Wen said.

In the joint news conference after the 10th EU-China Summit, EU Commission Chairman Barroso said that in the talks with President Hu Jintao and Premier Wen Jiabao, he got information that China government paid much attention to climate change problem and wanted to solve it together with the international community. He also said that Report of the 17th National Congress of CPC also paid much attention to solving the global problem.

At present, China has become the second largest power consumer in the world after America. In “Ten Key Energy Saving Projects” brought forward by National Development and Reform Commission to carry out Medium-and-long-term Energy Saving Program Layout, green lighting project will realize power saving capability of 29 billion KWH during “the 11th Five-year Plan”. The government also attaches great importance to environment protection and energy saving problems of design and construction of lighting project, which makes the development of energy saving and environment protective lighting products more important.

At present, China is a major producer of energy saving lamp, and there are hundreds of factories manufacturing energy saving lights in China. Since 1996, the output of domestic energy saving lights has increased by 30% averagely every year. Under promotion of national new energy efficiency standard, energy saving technology becomes the weapon for lighting enterprise to consolidate its leading position and the potential object of new round of industrial competitiveness.
